ISO 9001 2015 & ISO 14001 2015 = High Level Structure

The ISO 9001 2015 and ISO 14001 2015 standards are completely new along with renewed titles on chapters, subchapters and paragraphs.

That said, a large part of the content is basically the same. There are typically small changes and a reorganization to suit the new structure.

The change is a strategic choice to achieve a consistent structure for all ISO management standards. The new structure is called HLS, High Level Structure, and was first introduced on ISO 55001, asset management.

With the new common structure for ISO 9001 2015 and ISO 14001 2015 ISO wants to make it easier for companies and organizations to integrate all parts of their different management systems – and ultimately end up with ONE common management system!

For many companies, it will in practice mean that we can now integrate ISO 9001 2015, ISO 14001 2015 and the new ISO 45001 for working environment on the same system and structure.

With the increased focus on IT security, it will also be interesting to connect ISO 27001 for Information Security, as it also uses HLS.

Risk management an integrated part of ISO 9001 2015 & ISO 14001 2015

Each new revision of the standard introduces a new concept for ISO 9001 and ISO 14001, which aims to take certified companies to a higher level.

Risk-based thinking is a basic concept in the new standards: identification, qualification and management of risks. This approach provides a quality that is beyond the immediate quality of products and services. It takes into consideration what could happen and reduce or eliminate the risk that it will happen.

Risks have a counterparty: opportunities! The new ISO 9001 2015 and ISO 14001 2015 standards also address this positive upside.

Risk management is a new basic practice on top of the two other pillars: process and improvement approach (PDCA = Plan, Do, Check, Act).

ISO 9001 2015

The changes in the new ISO 9001 2015 edition are significant and more fundamental than those that occurred in the 2008 edition. Below is a summary of the main innovations and the background for these.

Context

This is a brand-new ISO 9001 2015 chapter that requires the company to define its external and internal relationships, stakeholders and strategic direction.

ISO 9001 2015 with new leadership requirements

The new ISO 9001 2015 standard includes increased demands for strong, visible and committed leadership:

  • The role “management representative” is gone. Management itself must now demonstrate its commitment.
  • Quality policy, goals and objectives must be fully aligned and in line with the company’s strategic direction.
  • The quality system can be an integral part of the company’s existing business processes (e.g. ERP, CRM and CMS systems).

The standard is now also targeted service companies

ISO 9001 was originally targeted industry and especially manufacturing companies. Over the years, the situation has gradually changed, and service companies are much common today, and many of them have already obtained ISO 9001 certification.

The new ISO 9001 2015 takes this development into account. Language and abstraction level are changed so it’s much easier to interpret and implement it into all types of segments and businesses.

A quality manual is no longer required

The quality manual, once an integrated part of the ISO 9001 standard and certification, is no longer required. But will it disappear completely?

That’s likely, but probably not in the near future, as the quality manual is deeply rooted in the vast majority of systems and companies.

Even though a quality manual is no longer required for ISO 9001, it should be noted that requirements for documented information are still present in the standard. It is still required to document and maintain documentation. Therefore, the quality manual remains an opportunity to at least partly meet these requirements – but no longer the only one possible way.

The standard aimes to take into account technological and societal changes. Information is no longer created, structured, managed, maintained, distributed and used as 20 years ago, were binders and paper were the primary medium.

These changes allow for greater flexibility in how companies organize and adjust. It is now possible to comply with the standard without compromising managerial agility as long as the basic principles are respected.

Knowledge is a resource

Also, on this point, the new ISO 9001 2015 and ISO 14001 2015 editions adapts to the time we live in. Knowledge is often the key to development and success. The new edition regards knowledge as a resource to be controlled:

  • Identify the necessary knowledge to carry out activities and achieve the agreed goals.
  • The knowledge must be maintained, protected and made available where it needs to be used.
